Tammy Lynn Center for Developmental Disabilities (TLC) seeks a Residential & Community Services Director to empower and lead a team of 6 direct reports and 200 (including PRN) indirect reports and support the Chief Program Officer with managing the operational aspects of the Center’s long-standing and diverse programs for children and adults.
Established in 1969 and located in Raleigh, North Carolina, TLC is the Triangle’s premier provider offering residential, education, early intervention, therapy, and home- and community-based periodic services which allow children and adults with intellectual and developmental disabilities (IDD) and behavioral health challenges to reach their fullest potential and optimize their quality of life. The organization has a budget of $9M+, 250 staff members, and serves over 400 clients annually.
The Leadership Opportunity
The Residential & Community Services Director will oversee the day-to-day operations of the residential and home- and community-based programs. These programs include Intermediate Care Facilities, Community Residential Homes, and Home and Community Based Periodic Services. The Residential & Community Services Director will report to the Chief Program Officer and will be an integral part of ensuring quality and accountability for the programs while assisting with program expansion.
The new Residential & Community Services Director will be called upon to fulfill the following key responsibilities:
Lead, prepare, empower, delegate, and evaluate the performance of a diverse team of professionals, ensuring staff receives effective orientation, training, and performance management and evaluation.
Oversee and ensure the successful implementation of all residential and home and community-based programs.
Oversee day-to-day operations of the Intermediate Care Facilities, 3 Community Residential Programs in Cary and 1 in Wilmington; participate in expansion of other residential facilities according to the agency’s strategic direction and plan.
Eventually, this person will be called upon to oversee the Nursing Department.
Start-up and oversee the operations of the Home and Community Based Periodic Services Programs in Raleigh and Wilmington, as well as possible expansion into other areas.
Interface and build trusting relationships within the organization, including staff and volunteers, as well as with external entities such as the Standard Plan Medicaid PHPs, Tailored Plan LME/Managed Care Organizations, NCSTART, IDD/MA/SAS service providers, and other key stakeholders and community partners.
Participate in ongoing strategic conversations and lead the tactical execution necessary to strengthen program sustainability and impact.
Compliance and Financial Management
Ensure program compliance with applicable federal, state, and local laws, regulations, and standards.
Evaluate and create reports to demonstrate program impact. Provide recommendations and assist with developing policies and procedures for continuous quality improvement.
Develop and oversee program budget and manage expenses with high accountability.
Teach and model fiscal management and responsibility to direct reports.
Interface effectively with caregivers, families, internal departments, external partners, and vendors, and the Executive Leadership Team, Senior Leadership Team, and Board.
Represent and promote the organization with stakeholders and in the broader community through marketing, committee membership, workgroup membership, community collaborative attendance, provider meeting attendance, etc.
Serve on various internal committees as requested.
Model transparent and open communication.
Demonstrate the agency’s mission, vision, and culture daily.
Qualifications & Attributes
A passion for serving individuals with intellectual and developmental disabilities and behavioral health challenges.
Master's degree preferred; Bachelor’s degree required in social work, psychology, or related human services field.
5+ years of management and administrative experience required.
4+ years of post-graduate experience serving persons with intellectual and developmental disabilities (IDD) and/or Mental Health (MH).
Strong leadership and management skills including influencing and promoting the TLC culture and values.
Knowledge of federal and state provisions, regulations, Medicaid program, and compliance with regulatory agencies, including but not limited to Department of Health Services Regulation regulations for ICF/IDD and .5600 Residential.
Knowledge of Medicaid Managed Care Waiver and direction of NC.
Working knowledge and understanding of the NC Innovations Waiver, Medicaid B-3, and IPRS Clinical Coverage Policies.
Ability to express ideas and interpret policies and procedures clearly and concisely, orally and in writing, and to speak effectively before large groups.
Preference given to individuals with ICF/MR, IDD Group Home, and Periodic Service experience.
Experience with electronic medical record platforms and personnel/timekeeping software.
Microsoft Word, Excel, Power Point.
Must have a valid driver’s license and meet the North Carolina requirements to be a “Qualified Professional.”
Be able to work nights and weekends and be on-call as needed.
